changing timing

so my dad has a 95 12v and he wants to know what it takes to change the timing to help with mpg's
2006 DODGE RAM 2500 165,000mi silencer ring removed, fabricated 4 inch cold air intake, fabricated intake manifold, muffler delete kit, edge hot juice w/attitude , mystery switch, ATS Built 48-RE Auto Trans,ATS 5 Star Viskus Clutch Drive Torque Converter, ATS Extra Deep Transmission Pan, ATS Billet Input Shaft,adjustable valve body assistant. Mechanical boost gauge max 60lbs. Air Dog II 165, Boost cooler.........

Here's one of the best walk through's I've seen on it.

It's not as simple as just rotating the pump.....
