Yes, the system needs to be charged for the compressor clutch to kick in. There is a sensor that looks for system pressure with thresholds for high and low, outside of those and the clutch kicks off. Charge the system then see what happens. Since you've had the system open you really need to pull a good vacuum on it first to make sure you get any water out of the and cap it as a first check for leaks.
