AC issues

[1995_dodge_ram_5.2L]

I have a 1995 dodge ram. 5.2 liter. I am having ac electrical issues. My ac compressor clutch was shear off somehow. I replaced the compressor but the ac compressor is still not engaging after I hooked it up. At first I thought it was a bad adapters and ran direct lines bypassing the needs of the adapter and it still didn't work. I connected the compressor straight to the battery and the clutch engaged and worked. I then used a neighbors multi meter and found out no current reading for the wires. I checked the fuses and all are fine. What is my next step? I was planning on checking the switches from the dashboard. But idk how the climate controls work. Is the clutch on the compressor always spinning? Does the ac system need to be charged in order for it to work? I didn't charge it yet and just wanted to see if the clutch engaged and all is working? Shouldn't there always be some sort of current present from the power supply wires?

Yes, the system needs to be charged for the compressor clutch to kick in.  There is a sensor that looks for system pressure with thresholds for high and low, outside of those and the clutch kicks off.  Charge the system then see what happens.  Since you've had the system open you really need to pull a good vacuum on it first to make sure you get any water out of the and cap it as a first check for leaks.
